That looks to be normal, yes... Image is over exposed anyway, with correct exposure the light intensity of the bright letters will diminish and so will the PF.
In normal use it should not be a problem... and if some slight PF would appear in an image anyway, it is very simple to get rid of in photoshop, for instance.
If for some reason you can't live with that this lens can show a little PF wide open, you might want to take a look at the Canon 70-300mm f4-5.6 L IS USM.
