Canon have EF 25-250f2.8 and 16f stop dynamic range sensor

That's for cinéma and they are hugely expensive but Canon did manufacture a 25-250f2.8 in EF mount and C300 sensor has 16 f stops of dynamic range... 
If they are making a 25-250f2.8 why   it is available for video only ?

In principle, yes, although it is available in EF mount too. However, it only covers Super 35 format. This means that the crop factor it supports is approximately 1.54x. I would expect it to cover FF format from about 40 mm.

Besides that, have you seen the price? (USD 30,000)

Canon has the 24-240/4-6.3 for EOS R.

yes but it's f4-6.3 the other is constant f2.8, however as Wim pointed it's with a crop factor and costs 30.000$

Exactly when you need something to anticipate, Canon drives the path with its new Canon C300 Mark III camera in EF mount and new 25-250mm long range focal point.
