While normal banner and side ads are a necessity for the site to run and cover expenses pop up ads are rather annoying and might be counter productive by stirring away some readers from the site and negatively impacting the site image
just my 2 cents

I suppose this is a google experiment - they are doing that at times.
Not a big fan either.
