Blooming was mostly a CCD problem, if i remember right. So with these CMOS sensors that should be less of a problem? It is indeed odd to see that the electronic shutter would give such a lower sync speed,. Usually it is the mechanical shutter that has the speed limitation (because faster means only part of the sensor is exposed) and electronic shutters are used to circumvent that limitation...
