Actually it should be possible to check outer regions of FF lens with APS-C sensor using sensor shift.
Or using 1 sensor for crop testing & two sensors side by side for full frame, ignoring gap in the middle.
If they bother to check that far at all, they could instead rely on sweet spot position related to center of frame, APS-C corners resolution balance and min allowed resolution in a set of control points.
Looking at Lensrentals tests on that topic, it should be possible.
