SLTs are 2/3rd stop behind (i figured this out on DXOmark).

Now does that mean ISO 100 and 200 will be 2/3rd stop noisier than the the DSLRs? Or does this apply to ONLY HIGH ISOs?

Yes, it means that every ISO setting is a little noisier than if there was not that translucent mirror in the camera design. The differences are not huge anyway, so not something to worry about much. Especially since the used Sony sensors have such low read noise.
