The lenses get tested on a camera, and the given figures are about how many line pairs per image height the lens/camera combination are able to resolve.
When you compare a 10mp Nikon D200 (APS-C) with a Canon EOS 5D mk II (FF) the results in numbers will be vastly different!
You should NOT try to compare APS-C lens tests with full frame lens tests. Also, do not look at the numbers when comparing same format tests done on different camera bodies. Only look at the bar heights in the graphs, those will give a good general impression (not a super precise one) on how lenses compare.
