The "falling" is a product of how close the person was to the building while making that photo, though (and pointing the camera up). If you make a series of photos to stitch from the same standpoint and the same scene coverage with for instance a 35mm lens, the building will "fall" in exactly the same way unless you correct it with some fancy projection.
The only thing that the stitched photo can do much better (but again, depending on chosen projection during stitching) is the distortion at the edges, where the lens a bit, and the correction chosen by the above photographer more, stretched the subject.
The falling is a product of the width of the view and the close standpoint to the subject (and looking "up").
Best is to get a Canon TS-E 17mm f4 L, and stitch. Then the shift will stop the building from falling.
