Yes it is. We are talking digital here, NOT different types of paper and film and development chemicals. And only talking about the lens and what it does (in terms of field of view and depth of focus).
So, taking all that out of the equation, you can really just say that a 50mm f2 lens on a 2x crop camera is EQUIVALENT to a 100mm f4 lens on FF.
No, that does not say anything about the character of bokeh. No, that does not say anything about the contrast of the glass. No, that does not say anything about sharpness of the glass. Nor of the AA-filter of the camera, the difference in RAW conversion or what have you not. Does that matter? No. We also like to compare same spec. lenses on/of different camera brands.
