Still very decent on the EOS 50D albeit quite comparable to the 55-250mm IS.
Thank you. Is the difference visible (compared to the 55-250 on the one hand and the 70-200 f4 IS on the other hand)?

Towards the 55-250 - not really except for vignetting.

Thank you. Is it possible to generalize this by saying that differences of about 100 LW/PH are hardly visible outside the lab and differences of about 200 LW/PH are visible (but still not huge)?

It all depends. The subjective quality perceptions needs to take CAs into account.
Assuming the CAs are about equal I'd say that normal mortals will see a difference from 250 LW/PH onwards.
