I don't think it was aimed with the APS-C users in mind, although the fact that the new default UWA zoom lens goes up to 20mm now might be conspicuous.
However, given that it's pretty decent even on FF, on APS-C it should completely destroy the 16-70 lens, which was a well-known lemon in the lineup along with the 24-70/4.
