I'm just curious to know if they are any good.
I'm not fool, if buying a Bower 650-1300mm f/8-16 Manual Focus for 299$, you don't expect a high quality ( maybe not even good) but I would like to know if it's more like very low quality or just worthless piece of s**t.
anybodies have ever use those?

It's worthless.
$2.99 would be an ok price, certainly not $299. You're probably better off with one of those < $200 500 F/8 mirror lenses, be it not by much.
The question really is what you'd want to achieve. F/8 is very slow for a lens, and F/16 is beyond the diffraction limit of an APS-C camera. IOW, you get a mushy image because of diffraction, and it will be mush squared because these lenses are quite useless from an optical POV. Furthermore, you will need a heavy tripod to stabilize such a lens. An appropriate tripod will likely cost you more than this lens, so draw your conclusions <img src='http://forum.photozone.de/public/style_emoticons/<#EMO_DIR#>/biggrin.gif' class='bbc_emoticon' alt='

If I needed a telelens, and didn't have a lot of money, I would probably go for a 55-250 or 70-300 from any of the more reputable brands, and likely buy a used lens in good condition. Cropping heavily from a shot with any of these lenses will provide you with a better result, and much more easily to shoot, than with the lens you are suggesting.
